is it possible to take out fog lamps without taking off the shroud from underneath the bumper? and if yes, how?

 

Not possible.


The only other way I think you could do it is if you removed the headlights and reached down from the top. But even then, you'll probably need to have removed the splash shields under the bumper in order to remove the bolt on the bottom side of the headlight in order to get it out.

Short answer: no. It only takes 5 minutes anyway.
