Quesiotn- are the corner lights ( the lights beside the head lights) brighter on a 99 than on a 95???

THey should be the same. BUt, on the '95 and '96 models, there is a built in cornering lamp. When you hit the turn signals the brighter of the two filaments (5W/27W) lights up also, projecting light at about a 45 angle. This feature is considered distracting and for that very reason, Nissan killed it in the '97-'99 models. But if you don't care about other people that have to share the road with you, you can go on ahead and re-wire/tinfoil/resolder the connections so that the brighter of the two filaments comes on during normal operation.
