they look like neon speaker rings that you put on 8,10,12,15" subs for your car audio...
just get a "regular" tube set of neons don't get those....

I was just stating that this is what they look like....I just looked online and all I see are 8,10,and 12" sizes....

I think metallic97gxe is right, those look like the subwoofer neons. However there were "wheelwell neons" made, in fact www.CustomMaxima.com used to sell them. They looked great, as they completed the cloud of neons around the car. You couldn't see them through the wheel though like those. Hope this helps.
