OBD1(95-95 engine) vs OBD2 (97-99)

I maybe wrong, but is the 95&96 engines OBD1 code? and are the 97-99 OBD2? I was just wondering, I Have currently 119K miles but I was looking to pick up a lower milage motor. I have came accross a 97 with 60K miles for $400. But I have also came across a 99 with 39K miles, for $850. I just wanted to find out if there is a problem with the OBD codes, or are they the same thoughout the years. Are the 95&96 better for bolt ons due to the OBD code, or do the 97+ make just as good gains? I just want to know if there will be any problems with swapping in the newer engine. Also, will the Y-pipes work for the same years? I have a 2.5" Test pipe, will that bolt onto the newer y-pipe? ALl the questions would be great. thanks for helpin a lost soul for ansewers!

OBDII start in around cars made Feb 95. As for the VQ they are the same.
