(help appreciated) question about new headlight bulbs (xenon)

i have a 95 maxima gxe
and i want to get those bulbs that are supposed to xenon, u know like sorta bluish tint, but not perfect
the bulbs are pretty cheap, u can find em on ebay

but i wanted to know, do they harm the car? the wiring? anything i should know about them? i do not have HID or a xenon system or whatever, i heard this is a cheap alternative

if you dont get the right wattage bulbs, you can also upgrade your wiring...and another thing is that the xenon bulbs suck at night and in rain, really poor visibilty

They aren't an alternative to HID in a sense that they are almost as good, because they aren't, you can get bulbs that are coated in a blue film to make the color of the light appear blueish but the actual light output (lumens) is probably 30% of a good HID system.
