Dry steering stops?

once again i have a few dumb questions......
took my car to the dealer due to oily spots on inner part of drivers side rim. they said the grease got knocked out of the steering stop and they fixed it. is this a normal occurence? how did i do it (ie driving on rough roads, hitting bumps)? why is there so much rust under this dam car??

The steering stops have white grease on them. It's normal.

The rust is from the climate of the cars home.
