Rewiring Fog Lights & Front Side Markers??

I keep seeing people list in their sig about rewiring their fog lights. Is this just for power hungry fog lights or to allow different ways to run them? What parts do I need and how do I do the following?

First, I would like to be able to turn on the fog lights with ONLY the running lights being on. Instead of only coming on with the low beams.

Second, I would like the fog lights to NOT turn OFF when the brights are activated.

Third, I would like the Front Yellow Side Markers to BLINK as the turn signals are activated and possibly in opposite phase.

Any help would be great. Thanks in advance!
