engine vacuum

should i have any vacuum at 1000 rpm? i have my aeromotive fpr set at 30 psi at the moment and it isn't dropping down at all when i turn the engine on. when i open the throttle all of the way (it won't rev at the moment) it bumps up about 2 or 3 psi (at 1000-1500 rpm). any ideas?

i think i've nailed down my problem to the fuel mixture being incredibly too rich. i can't get the stupid s-afc to work for some reason and for some reason the fpr doesn't want to drop fuel pressure at the lower rpm's like it should.
