What is the cheapest/best bolt on cat back??

Best is the APEXI WS. Only the apexi and greddy are good and the apexi is quieter and cheaper. But since the apexi is only for 95-96 you're stuck with the greddy. Unless you don't mind paying $20 to get an extension and o2 bung put in which will still make it cheaper than the greddy...
