You are correct that it is probably your belts. They are either worn or need to be tightened. If you have a Haynes Manual you can do this your self. Otherwise to adjust them is abour $35-$50 and to replace about $120.

If you have a 4th gen max., belts are $8.09 a piece at Autozone. One's for power steering, other for alt. etc. I'm replacing mine as we speak. Looks like it may take an hour or so, shouldn't be too difficult.

Could also be your starter. I have this problem. I might tackle this issue as discussed at motorvate's site.

Squeeeeeeeeeeling

Yeah, I know about this one. My 98 has been squeeling like a stuck pig whenever the engine cools down. The problem was a stretched power steering belt and a wiped out bearing in my tensioner pully.
I had the stealership do the work while they were doing my FREE alternator install(recall)
They charged me $50 to do the extra work since they had that part of the car already apart.

I hear more and more stuff about alternator recalls, to what years did that apply? What's the problem with alternators?

Kind of a self-explanitory question, but this sccreech noise would only occur during startup and not afterwards during idle right?

I've had it during startup and last a little bit into idle. Also, I had mien changed about a month or so ago, and I recently started hearing it again.
