front strut bar installation on a 99

We are attempting to install a front strut bar however on the driver side t here is a "titty" thing blocking the bracket. My homies are saying we should cut it off, I am not so sure, anybody know about this? Thanks.

It is like a bracket on the drivers side, to the left of the center bolt.

Take a picture of it, might be a little easier to get help.

You have to cut it off, it should come off fairly easy. Either cut it, or some people on here used pliers and just "peeled" it off.
