E-brake is messed up

I dont know if its because its winter or what (its very cold in CT). It doesnt matter if its 0 or 40 degree's its just since around November my ebrake is totally messed up. If I use it even for a few mins, when I come back and release it, it doesnt fully release all the way. The ebrake is stuck around 2 clicks (if that makes sense). So I drive around with my ebrake on (even thought the handle is all the way down) for a while and I can feel the car pulling a little bit and by the time I've driven for 20 or 30 mins it finally fully releases. I can tell when its stuck or fully released depeding on the play in the handle (when its released all the way the handle has tension right away, when its stuck the ebrake handle will pull up easily 2 or 3 clicks). Does that make sense? Anyone have any ideas? thanks

Same thing happened to me when days were below freezing point. I ended up replacing one of the rear ebrake cables. (right side) Cable cost: $65. I did the work myself.

I have the same problem I had my E brake Un-frozen for lack of a better word, but it soon froze again, so I think it is that it is frozen, but try to let your car warm up for about 10 minutes it seemed to help me at least most of the time.

Depending if its the right, left or center cable, the heat from the exhaust pipes might "unfreeze" the cable, if the ambiant temperature is not too far below freezing point.
