Having pressure and having enough refrigerant volume are two seprate things. You could be low on refrigerant. It may also be that your heater control valve isn't closing all the way so the system is figthing against itself.

Open the hood with the AC on high and feel the low side refrigerant line.
It's the AC line next to the passenger side shock tower. It should get fairly cold.
If it doesn't you might have a low level or you may have moisture in your system. If giving it a boost of freon volume doesn't help I'd have someone evacuate and recharge the system.

You should be getting 22-29 psi depending on how hot it is outside. If that was a pressure gauge that came with a recharge kit it you won't be able to trust it anyway. There are a couple of things you might want to check:
1. Cooling fans are running
2. Good airflow through condenser (i.e. fins not blocked)

As maximomo says, you might have a low level of refrigerant, a blend door problem, or most likely a leak somewhere.
