Little dried seeds

While I was in Euro over the summer my car sat for 7 weeks. When I got around to cleaning it there were little seeds that dried to the car and stuck I had to scratch at one with my finger to get it off but there is a white resedue left behind kinda like dried sap how can I take this off without damaging the paint.

Bug and Tar remover, WD-40 or vinegar. Wash the car, then wax.

Bug & Tar first, definitely. Then use a clay bar on it. If you use vinegar, I suggest dilluting it a little bit. I've never tried WD-40, but you could also use paint thinner in very small amounts as long as you don't dump it all over the car and you also wash it after.

There are also sponges you can buy for this type of application (as well as for bug and tar on lower and frontal panels). One is a normal sponge with netting over it, and another (even better) kind is really thick, very rough and porous and you would think it would be unsafe, but it is actually very safe. I know they're vague descriptions but maybe you've seen then before.
