I know that the newer Maximas top out at about 140, but is this because they are governed or are they drag limited? Just a few mods could put you well past that if it's drag limited.

The ones that can go 140 are drag limited. Remember that drag goes up at the square of the speed. A "few mods" will not make a significant difference.

You could always lower the drag coefficient and turbulence under the car by putting on a good air dam and adding another 40 horses will gain a little more top end providing the tranny can go that far.

Air dams prevent lift more than reduce drag. Any air dam close enough to the road to be effective would get smashed driving on the street. A full belly pan would be more effective.
A 40 hp increase is not a simple bolt on, unless your hp figures come from part advertisements. A real, net 40 hp boost isn't simple.

The best way to lower your drag is to lower your car with non OEM springs and struts like H&R and konis. That combo reduces your car's ride height by 1.3-1.5 inches. Combine that with some mods, like CAI and y pipe that'll give approx a 12-16 HP increase, you top speed will improve. I've taken my Gen 4 to 140 on several occaisions

not quite, all SE's are governor free. If you have a GLE or a GXE, the only only only way to be sure of your situation is to try it. Some poeple say that GXE's with the C&C package arent governed, not true. My GXE has that package and it has a governor too. You just have to go out and "See what she'll run."
