So I just reaized that a repair shop F'ed up the '00...
I saw when we bought the car that the car was recently inspected and there was a repair bill for $70 for "Lights" in order for it to pass. I assumed it was bulbs or soethign similar. After I drove it for a day or so (it is my wife's car), I realized that the lights are ALWAYS on- ALWAYS! The clock is always dim and the lights (low beams) are always on. Where should I look to correct this ANNOYING occurance?
Is the light switch in "Auto" mode? I would start there and check the light switch stalk. Also, check the auto sensor on the dash below the windshield. It may be "blocked" with something causing the sensor to keep the lights on. Check all the fusible links and relays too.

IIRC, the interior computer (not the ECU) can be set to daytime running lights, or other adjustments to light delay.

I don't know about it being a law. Usually, the manufactor deceides how a car is set up, they don't make cars individually for different states. For example, blue headlights are illegal in New Jersey, But as soon a HID's came out that law is basically ignored. The state can not force you to tamper with your car if it was manufactored that way

when you release the hand brake, the DRL will go on, but the dash bord light will not be on, clock will not go dim either....
by the way DRL should be the high beam with lower votage which means dimmer high beam, not a low beam....
i think someone screw up your light wiring....

If your state for some reason has this as a law, it could be that any car CAPABLE of daytime running lights has to have them on. Or it could be that the guys doing your inspection are morons.

so i guess u gotta find where they rigged em - check relays, fuse box, - just trace the wires from the stalk to the headlights themselves. its probably just a couple T-taps or something similar.
