Does A Cold Air Intake Effect Gas Mileage?

hi, i wanna get a cold air intake, but i hear it kills a lot more gas. is that true?

Some people lose gas mileage because they install the intake incorrectly. (air leaks) And some claim that it does actually save gas. IMO it's not noticable.
