Had some minor work done on my 93 SE today. My buddy installed my OE fog lights that I found on a wrecked car. There is power to the fuse box but none to the relay. I would appreciate ideas on what to check next.

I'm assuming you do have a fuse in the foglight spot (in the lower driver dash location)
check the fuse first; with the fuse installed, you should have power to both sides (you can check voltage on teh small metal piece on the back side of the fuse)

switch in dash should have 4 wires going in (2 for illumination), 2 just get connected; one is ground( black) and the other is a 'float' (no signal until it is connected)
this wire (orange/blue) that gets connected goes to the relay in the engine bay (in front of battery)
check the relay (easy way- take it out and put it in horn location and try the horn; other way- apply + and - voltage across relay pins 1 and 2 and listen for a clicking if it's working)
look at bottom of relay at wires coming in-
(red/yellow)-headlights power
(red/black)-power from fuse box
(orange/blue)-ground signal coming from switch
(red/blue)-power to fogs (splits into 2 wires and goes to each fog)

check for voltage at red/yellow when lights are on
check for voltage at red/black
check for continuity of orange/blue with chassis ground when fog switch is on
check for voltage at (red/blue) when fog switch is on, lights are on, and relay is in place

if this is all ok, then the relay and switch are working fine which means the problem is somewhere between the relay and the lights so you have to follow the wire and check to see that it's not exposed or cut or antyhing like that

and of course, check the bulbs
good luck and email me if you have any more questions

I figured, let me add this to post as a follow up:

=====
"when everything seems to be in order. The solution to a problem lays in the simplest and most insignificant detail" - my dad.

Fog lights have sort of an internal clip that hold the light in place and attached to the case that incloses the light. If this clip is not properly holding the light you will not get a working connection - ergo your fog light will not work. I suggest open the one working fog light, look at how it's set up, and fix the non working fog light.
