I've had this problem for a while now. Steering is sloopy, and vague and car seems to go where ever it wants to. Sometimes its hard to keep it inside the lane on the interstate. I have kyb's with eibachs, had the lower ball joints replaced, outer tierod replaced and the front wheels alligned. From what i can tell, my motor mounts are shot ( will replace those soon ) as well as my axles will be replaced as well, but i don't think thats the issue. The only thing that i can think of is that my steering rack bushings are shot and the steering rack is moving around, or my wheel bearings are shot, ( i do hear a slight whine ). Any input will be greatly appreciated.
if you axles arent bad, keep the $300 you'd spend. No need to replace them if they are in good condition.
Replacing the inner tie-rods could cure it. I have the same thing but expect an alignment, inner/outer +all bushing replacement to cure the sloppyness.

i've got a torn cv joint boot, and i don't know how long its been torn. One was torn and i had it replaced, but when i turn wheels , i sometimes hear a clicking noise, so its better just to get new axles.
There is a very good chance your axle damage is causing the bump steer. I would wait until that is fixed before passing judgement on the steering issue.
If the axle does not fix it, a basic inspection will catch:
- worn inner tie rods
- worn outer tie rods
- worn rack bushings
- worn out strut mounts
- worn components in the swaybar assy
Have the mechanic (or you) look very closely and wiggle/pry/shake things to inspect for loose components.
