Car rolls when engine off and in gear.
I don't know if this is common or not, before I used to stick my car into first or reverse when parked on a slight incline and it wouldn't move. I parked the car on a 35 degree slope in gear in my driveway, it rolled down..very slowly. Tried sticking it into reverse gear..it still went down..is it normal for this to happen?
I take it that your engine is turning as it rolls down the hill and the clutch is not slipping. The weight of the car is sufficient at this incline to overcome the frictional resistance of the engine and the car rolls. Very normal.
On a flat surface, leaving it in gear is sufficient. On any kind of incline, the addition of the emergency brake is needed. Your description is normal.
I still remember doing that parked in a friend's driveway. Must have been only 15 degree incline but next thing I know, people are knocking on door and my car was in the middle of the street.

I once when got my car for the first time..went to play bowling, parked the car on an incline..not in gear, or E brake. Next thing you know on loud speakers: There's a black maxima rolling the street...needless to say they called me brake boy:|
