Engine Code P0420 - Catalyst Effeciency Below Threshold Bank 1

Just got this error on my 2000 GXE with 58k miles. Was driving normally and the CEL came on. I find it hard to beleive that my cat or O2 sensors could be bad with such low mileage. A bad batch of gas maybe??
