What does it mean when both lights are lit on the Summit RPM switch

What does it mean when both lights are lit on the Summit RPM switch

I have misplaced my original instructions for my RPM switch. I installed a new solenoid and whenever I ground it both lights light up.

What does both lights at once mean?

means its not working properly.. how did you route the wires? I found that routing them close to the ECU yields an interference and both lights go on

The switch itself is wired correctly, trust me.
I am suspectful of my Vacuum solenoid, so I am replacing it.
However it needs the RPM input (12v power) and a ground. I spliced the RPM input and attached the ground to a bolt on the manifold.

However when the ground is attached both lights activate. (and MEVI does not activate)

btw the instructions seem incomplete. They don't explain what happens if both lights are on. (besides that you are at or above the desired RPM)
