changing brake pads and resurfacing rotors?

do you need to bleed brakes when changing pads and changing/resufacing rotors?

no.. only when you break the connections to the brake lines...

He's right, you only need to bleed them if the lines are opened.

However, brake fluid absorbs moisture and it is recommended to flush the system from time to time. This ensures a nice firm pedal. So while your at it you might as well bleed off some of the old fluid and put new stuff in. Only makes sense being you have the brakes apart already.
