Why RPMs fall rapidly from 3rd gear when releasing accelerator ?

Hi
97 A/T...releasing the accelerator from any gear (except 3rd) is behaving normaly (RPMs slowly decreasing to about 800-900) ...3rd doesn't...dropping from let's say 2000 to 500-400 then back by its self to around 800(no gas pressed in the meanwhile)......
Happend after TB and IACV cleaning (pulled apart from the car)..new oil , fuel , air filters...Plugs are new...No CEL......

35 MPH then release accelerator-----------> RPMs goes quickly to 500-400 then in sec it goes again to 800-900..............
