95 SE project or Parts car?

So I picked up a 95 SE with just about every option on it. Wheels were swapped out for 97 5 spokes.
Car has heated black leather, AAC, Keyless, factory "alarm", sunroof, A/T etc...

Car does not start, I bought it that way. PO told me it needs a fuel pump.
Took the back seat out checked for power, got 11.xx volts for a second on key turn. hooked connector back up, I can hear the pump kick in. some pressure is put out as when I disconnected the pressure hose fuel came out.
Pulled codes, for S&G, just a KS code.
Car does crank, but very weakly now that the battery has been beat up from many starting attempts. Closest I got was a pop back but no start.
I do need to borrow a fuel pressure tester from somewhere.
any other thoughts?

maybe i should just part it out and recoup my funds

I say borrow the fuel pressure tester . Then decide what to do with it. These cars are bullet proof I doubt it's something major!

Could it be the infamous bellhousing ground issue? Throw a fresh battery in it and try to start it, if you keep getting a "crank crank pop crank pop crank crank crank" with no codes, and the occasional 'starts up and runs & drive like a million bucks" I'd suspect the bellhousing ground, especially if it's a 5-speed since they usually just had trans or clutch work done. I see alot of cars for sale for cheap with this problem but they usually say "It needs a new ecu"

it's an A/T not stick
haven't had the car run yet, closest was 1 time a pop out of 20-30 tries
cranking does suck on it, very weak even on a fresh battery.
I noticed that the starter itself was replaced at some point.

so I tried cranking it again with the intake piping removed and sensors disconnected.
It cranked better
Tried with carb cleaner being sprayed in, it kicked and then flamed back out.
any other thoughts?

oh yeah, just got offered $100 more than I paid for it told him I'd sell it for that w/o the wheels that are on it now.

How long has it been since you had a max?
tried a compression/leakdown test, yet? Reason I ask is because of the "flamed back out" part, does this mean thru the intake?

anyway, you haven't mentioned the obvious: tuneup. not sure if that means you did it, and it should be obvious (you aren't a nub, after all), or had a brain fart, and forgot to try it.

I had one last year (or at least an I30t)
I haven't done much diagnosis yet. I only have basic tools right now. No compression tester, no allen keys, no fuel pressure tester. I don't even know if I have a spark plug socket here.
All the tools here are not mine, since I haven't owned a set in 6 years (excludes the 1/4" drive ratchet kit I bought to replace the I30s mirror).

I do now have a lead on this!
I finally got a code that may be of some use. P1320 possible cause includes the aforementioned crankshaft sensor.
First though I need to charge up the batteries, and possibly replace the starter since it appears to have quit on me.

Code 1320 was because I had the coils disconnected during the compression test

Replaced the starter and Viola'!! the car started up.
only running on 5 at the moment though
