ok so today i got a new system audio pipe its a package there made for each other so nothing can be over powering or under powering. so when turn the volume up to like 18 it shuts off when i turn the volume back down the amp turns back on. i have no clue with the problem can be. is the amp defected or do i have a wire problem?

what speakers do you have and are they wired in parallel or series? is the amp running in bridged mode or stereo? most likely your subs are wired wrong and the amp can't handle the low impedance and the amps cuts off.

Are you running a line output converter or anything like that? It sounds like you've got your gain on the amp or the converter too high and you're driving the amp into clipping.
