question about why rear shock is moving.

i just put my drop springs and new shocks on the 99 maxx and got on highway it still has a shake and when i hit a bump the rear left shock makes a noise like its loose.

i checked it and when i bounce on the car the shock in the center and center nut moves around and the other side doesnt. is their something i forgot when installing them?

i can tighten the center nut as much as possible and it doesnt get better.

any help.

Yes, you didn't assemble it correctly.
You sure you didnt maybe leave out either item #6 or #7?

if you follow the pict flava posted, you should be golden. Just place everything back in that order and then tighten. Make sure you have every single peice in that pic.!!!

Number three is just a paper seal, but number 6 is not a nut it is a bushing.

Only one nut is used, if they gave you two it sounds as if the other nut has the flat surface to be used if you dont have the #1 washer.
Its not very difficult, just reassemble everything just like the diagram I posted.

IN that case i did everything correct except for the paper bushing. could that little bushing make that big of a difference?

Obviously it does. That little bushing serves a purpose as well as fills up that space.
When the strut assembly is corractly assembled, its a very tight setup, without having that bushing theres unfilled space. Since the threads on the struts piston only go down so far, you cannot sipmly tighten it all the way down to eliminate that space.
Take it apart and do it right.
