Ralco RZ pulley sleeve?

Ralco RZ pulley sleeve?
I was wondering if the Ralco RZ underdrive pulley is supposed to come with a stainless steel sleeve? I am pretty sure the instructions that came with my new pulley are pretty generic so they may be slightly off.
And for everyone wondering what belts to use for this pulley, the manufacturer recommends gates belts k060408 (41.5") and K040292 (29.75").
