Your clock spring wire has broken. It Winds around the steering shaft many times and loosens or tightens as you turn right and left. aAl the switches, and the airbag run through this. Have you ever replaced the steering rack, or separated the steering shaft from the rack pinion shaft? If the steering wheel was turned independently of the steering gear and reinstalled, the clock spring could be wound too tight and broken. If a shop has done the above work recently you need to take it back and have them fix it.

It may also be as simple as a connector being unplugged.

THIS. Or the steering wheel or just the airbag was removed and neither of the plugs were plugged back in.
