This is what I think
Nothing against you but, I wouldn't put those on my car. Not a fan of that crap looking paint job and two of them are scratched up pretty good. However, I'd maybe offer the guy $100 for em and refinish them, then they might be nice.

 

He want 200 for all 4 after refinish what ya think?

 

Offer him $100 as is and refinish yourself. Or, if he insits on refinishing them prior to selling them to you, than try to talk him down to $150. Anything more than that would be overpaying IMHO. As they look like they would be a 50/50 shot as to weather they would look good on your Max.
