Water pump. Thermostat housing. Some sort of hose leaking.
Car loosing power.
Not sure. Could be anything. Little more info.

Check the lower rad hose and see if its leaking from the bottom. If so, this will be a $30 fix easy.

Roachjuice is correct, it could be from a number of things, so let's check a few things to narrow it down. then report back with your findings or fix.

From where you are saying it's leaking it could be from the weep hole for the water pump. It could also be coming from a loose thermostat housing. If the thermostat is closed the pressure from that could be forced out from the thermostat housing. (had that happen right after I bought the car) Warm the car up and see if you have heat or feel the hose's behind the engine that hook onto the heater tubes on the firewall to see if they're hot.. You say it's pouring out. So that tells me it's the hose that goes from the radiator to the thermostat housing, based on the location you stated.

Get a friend to pour water in the radiator while you lay on your back under the car to see if it is coming out at the bottom where the hose meets the radiator, wear some safety glasses for that, as coolant burns when it gets in your eye. (from experience, lol) Good luck.

You have a pretty severe leak it sounds like. Checking the radiator and hoses is easy. If you can eliminate these possibilities, then it's probably the water pump. You'l need to get under the car while it's running. If it's leaking by the passenger side oil pan, chances are it's the water pump.

Ok i also did hear a noise kinda like when the serpentine is going out. And the water comes out while the car is off. And as i check all the hoses none where leaking. I have an idea where the water is coming out and it looks like is from the water pump area.

What is the highest spot which gets wet? The problem is most likely below that.

Is it below where the heads attach? Just below the alternator?
