4th gen 97 5spd runs when it wants to

I have an issue with starting the car, if I roll it and drop the clutch it starts right away. The starter is healthy it works fine on my 96. It acts like the crank or cam sensor is bad when cranking it over

Check all of the cable connections from the battery to the starter motor.

All the connections are good, it turns over fine just won't fire

Does it not start all the time or only in certain situations (e.g. after driven when hot, cold start, etc)?

I know a fault cam position sensor (on the timing cover) causes starting issues and is easy to access and troubleshoot. I don't know off-hand whether it would prevent a car from running though. Cam sensor is easy to remove and check if the o-ring is leaking or sensor is dirty with oil. If so, could clean it and replace o-ring to see if it resolves issue.

Cam sensor is clean and has been swapped with another known good part, the car runs but won't start on it's own

This is kind of far out, but it could be a bad ignition switch. As part of the anti-theft design, when the key is turned to the start position, the ignition switch sends a signal to the ECU. Without this signal, the ECU kills the ignition system. This is to prevent someone from starting the car by going under the hood and hot wiring it.

You can check this by putting a voltmeter on pin 20 of the ECU. When the ignition switch is in the start position, pin 20 should read 12 volts (battery voltage).

i tried putting an aftermarket cam sensor on maxy 2 years ago and she wouldn't start, switched back the old one after cleaning and she ran just fine. picky old girl.
