ABS sensor TSB problem

I have not been able to locate the new plastic hub cap mentioned in the TSB. Do any of you know if I am able to just replace the abs sensor to remedy the problem or if I have to go through all the steps in the TSB. Basically when I was braking my cars abs system would activate at like 20mph and this was the fix I was recommended.
