Is my mechanic stupid?

He told me that the CEL would only come on after an extended trip in the car, maybe an hour or so. This made sense for about a minute, while I was thinking that the only time my CEL came on was after I drove about an hour and a half. Then I realized that if people never drive for more than an hour, their light would never go on. I'm guessing he's sorta wrong, so can anybody confirm that?

i think i might be able to top that though. i took my car in because my a/c stopped working the guy runs all the test on it and such and comes to the conclusion its my high pressure switch, so he orders and installs it and it still doesn't work. he tells me i need to take it to an electrical shop so im thinking lots of $$$ this is gonna cost me. i take it to the shop and the guys tells me he'll call when he finds the prob. i get half way home my cell rings. the guy tells me the other guy forgot to put the fuse back in.
