Had this setup on my E1705 laptop (with windows Vista Home Premium) since March. Works great and has option to hook up entertainment system directly to it. I finally decided to get a tv in my room and no longer have a need for this.

So does this need to be connected to the PC can can it work straight from the monitor?

 

It will work directly connected to your monitor IF it has a usb connection like
many of Dell's monitor. This device requires power from a usb source and produces a tv source through coaxial connection. You do not need a computer but in most cases you will since most dont have a monitor with usb ports like me

So can I record from this thing into my Desktop as I would with a Tuner Card?

 

I think that depends on the software and I used Windows Media Center to view my info. I THINK I remember seeing an option to do so but I havent used it in literally months because I purchased a slingbox and used to watch tv more at work than at home lol.

I think it has the option but I have never recorded with it but I did see an option in media center to record video. I'm 70% sure it can.

 

Software that allows recording from a tv tuner card will work with this, so yes you can record.
