Boosting and OBD II

I was wondering what changes were necessary for the maximas with OBD II compliancy when running a turbo or s/c. I've been told that with a 97 up max (4th gen), I would have to change out the ECU to a 95-96 max. Any details about the whole thing would help. Thanks, peeps
