USally best you can do is reach balance. I don't see a problem but it is interseting, though not exactly an oh ****.

well... it's not supposed to reach any boost, only no vacuum when not in gear.

Not necessarily true for a S/C... the BOV will slap shut for a while and we don't need to wait for "spool up"

But, I don't see what you guys are saying here. If you revved the engine up in Neutral, you are still revving the crankshaft. And this is moving the belts which will spin the blower. Isn't this supposed to happen anyways?

it shouldn't built boost when there's no load on the motor, like when not engaged in gear.

It's all a matter of how the BOV is set. In most cases, even though the SC is pumping just as much air as usual, revving the engine up in neutral is done at part throttle. There's no need to rev up at WOT. Since you're at part throttle, the manifold vacuum never reaches zero, and the BOV stays open and no boost pressure is developed. If you rev at full throttle, your BOV will close and you'll make boost, but you'll hit redline in the blink of an eye. Usually faster than the boost gauge can react.
