New (that I can tell). Purchased it from a org member and never used it, nor am I going to now.

Ewww, I don't know. There is no vortech stamping on the side rail like other pullies I've had, so I'd assume not. So, that being said, I don't know who the manufacturer is.

i bought a 2.87 pulley directly from vortech and it did not come with any stamping or markings on it.
