Turboing my cef.
I had a few questions just needed some answers.
Ive been trying to find a turbo manifold for my vq20de but thats impossible so i was wondering whats better off
Welding a flange to the end of it or having a whole new custom one made up
and does anyone have any ideas on prices in the states id like to see if i can get it cheaper here and just ship it over to me

I'd stick with using the stock manifolds and just doing what 99% of turbo VQ owners do which is make an up pipe that bolts to the stock manifolds just like a Ypipe does. A well made tubular manifold would be better as far as performance goes, but it will also be much more work for you to do, or much more money for you to pay someone else to do if you can't do it yourself.
There are two kits available in the states but no one sells just a manifold/manifolds/up pipe setup to my knowledge. I have no idea if any of the kits or if a manifold fabricated here in the states would work on an overseas market car. It probably would but who knows.
Not sure what you are talking about with the other part of your question with regards to MEVI. This should have nothing to do with your MEVI unless you are worried about your EGR tube or something of that nature.
