Ignition Timing Stillen Cam Sensor Bracket

Whats up guys. I recently connected my Greddy E-manage Ultimate to my car. I haven't done any tuning with it yet. I also have a J&S which will be installed soon as well. I noticed that at idle the timing is displayed at 2 degrees usually and may fluctuate to 4 and 6 once in a while. While driving I can see the changes real time. One thing that caught my attention in particular was when I am decelerating and the rpms hit 3900. I start to see a very high to low peaks in a very short duration. It looks somewhat like a pulse width modulation waveform. I noticed it on the first 3 data files I saved, each under a different driving conditions.

Now, I was thinking what is the purpose of the Stillen cam sensor bracket ... Is this for clearance purposes or does this rotation of the sensor fool the ECU for ignition retard? I found a few links that said the timing should be around 15 degrees at idle??? If this bracket serves this purpose, how will this affect my EU or J&S?

I think the ECU uses the Crank Position Sensor for timing rather than the cam sensor. I could be wrong though.
