Smallest rim size that fits

I want the smallest overall tire diameter i can get. I have and extra set of 15" wheels and i was thinking of getting 195/50/15 (about 22.7 T.D.). Someone also told me to get 14" wheels, something like 190/60/14. I was just wondering if they would clear the stock brakes. I know Jime has 22" tires but i dont know his tire size.

The rim determines clearing the brakes, NOT the tire...

Why would you want to get shorter tires? Track? otherwise you'll get worse gas mileage and increased engine wear from freeway driving.
