Winter damage to rims (Fixable?)

I purchased my car in June and the previous owner apparently had neglected the rims during the winter months. There is quite a bit of damage to them (apparently he also liked curbs ) I have tried to find some information on how I would be able to repair them and came up with little, but thought I would ask the opinion of the group.

I found it would possible to use some type of sandpaper to grind the spots away and make them smooth and removing the salt spots. This would also destroy some of the clearcoating on the rims (which I understand is possible to reapply, but I do not know of any specific brands or products that would be best for this). Obviously this would take quite a bit of time and the results would not be perfect, but because we have winter 9 months out of the year, I don't think it is really worth purchasing new rims. I plan on taking better care of them from now on though...

Second question, although not related to this forum (sorry)... anyone know of a good method of removing scratches from a windshield? Mine looks like someone took a sand blaster to it.
