Like Jeff said, check out the tirerack surveys and look under the road noise column.
You have to know what kind of tire you are looking for. This might not necessarily be the quietest tire in the world, but you will be able to determine which is the quietest one (rated by owner feedback) in the category you are interested in.

According to reviews on Tire Rack, the Goodyear Comfort-Treads are super quiet and smooth. Apparently they knock your gas mileage down a tad though.

Those new tires in the stores are really quiet. Make more noise when actually mounted and driving down the road on your car though.

falcon st-115's... they are heavily advertised in the car audio world. i have them on my car, and they are quiet... good prices too, rite along side nitto's, and they are also a performance tire.

The quietest High Performance tire I've rode on are the Goodyear Eagle F1 GS-D3s.
