What to get in order to do this..?

this is gtr_rider's max, and I was wondering what one would use to do this to the wheels and what the process might be, also where to get it.. I asked him, but no response so far, so I thought I would bring the question in here. Thanks a lot!

Sorry, I guess I did leave that out, I just knew what I wanted.. But anyways, these are stock wheels that he tinted I guess, or it seemed like he smoked them like you would do your bumper lenses, but i was just wondering how to get the wheels that color..

This is a sticky in the 4th gen section, I don't know if it's in the 5th gen section. Even if it is, I always find it easier to search...
