Is that chrome, or polished metal? I can't tell in the picture.

I typically just use a mild rubbing compound to clean chrome. Used it on tail pipes, and moldings very effectively, and it's very easy.

As always, apply in a small area to test, if results are good, to entire area...

Man, I don't think that is chrome, looks like polished metal. I have chrome wheels now but I was trying to run some polished lip wheels in the winter and it was almost impossible to keep them clean. Even Mothers Polish barely worked. It looks like some salt or mag chloride got to that lip. Do not us rubbing compound, you will scratch them up.

Try this: Old School. I use it all the time, it's cheap but works great.

Previous wheels at their shiniest almost look chrome but they were not.

Say what you will, but a mild compound will not scratch or dull chrome. Even plastic and rubber chromed pieces come clean and shine nice. I just use some turtle wax compound, really cheap, really fine. Just remember to keep the surface wet while you're rubbing...

Now, I can't say that it will remove the stuff that's on this guys wheels...I just suggested the option for him to test out.
