2000 chrome rims

I have a 2000. I have a set of chrome 17s on the and they are old.. the chrome is chipping and it don't look good. Well I want to remove the chrome or paimt over them.. my end result is mat black.. well any black except chrome black. Any and all help is needed!! Thank you.
