Has a rough surging idle but when I put it in any gear including reverse the throttle open up on its own , can anyone tell me how to fix this?

so when you put it in gear it pulls hard and starts to rev? there shouldnt really be a way unless the throttle/butterfly valve is somehow opening on its own
