Headlight problems

Headlight problems

What are the 3 wires that come out of the 9004 headlight harness for, where do they go to? I have one wire that has been clipped and is just hanging there, there is also another wire i have that hangs in another place and when i connect those 2 wires, my passenger side headlight gets brighter! It bugs me not knowing if i need that wire connected and what does it go to and whats it for?

the black one is ground
one is low beam power, the other is high beam power

Ok, I think the High beam power wire is the one that is just hanging. Because when i connect it to the other wire that is the same color as it is the headlights get brighter! But i still dont have high beams on that light. Could my high beams be burnt out?
