Ii got these Piaa fog lights and i want to tap the head light wire so it turns on whenever the head lights are on... I see a black wire and red and blue i think. Im pretty sure the black is for grounding, but im not sure if the head lights are the red or blue. Since im tapping the head light wire i wouldn't need a relay right? btw i have a 93 gxe that came with no factory fog lights.

Your car is probably already wired for foglights even though you don't have them. I'm pretty sure of it. You can buy the stock relay, a stock foglight switch and splice into the foglight harness to make your PIAAs work. After that you can turn them on and off while your headlights are on. If you want them to come on when your parking lights come on you'll have to do that specific rewiring mod. Do a search and it has more info from when i did the same thing. Relay $7, switch $10, and a few wire connectors or a soldering gun. Not that expensive and no extra swithches hanging around.
