timing belt

Hello, all.
just purchased 1993 Max SE with 182000 miles, second owner didn't change timing belt and doen't know when it was changed... Is there any way to inspect it?
and one more thing, which seems strange to me: the steering ssytem restricts me from turning the wheel very quickly - I have no really grab and pull. Is it normal?
Thank you...

The 93 SE doesn't have a timing belt - it uses timing chains.

Sounds like the power steering pump or steering rack is not working right. Should be nice and smooth, very little effort to turn. Is this for left and right hand turns?

Notice - this it for VERY quick turns (both left and right), as if you's slide sideways and try to steer car into wright direction (about 3/4 turn (steering whell) in less that half the second)... And, thank you for the info on timing chain, now I can sleep well! ))
